I would like to be able to set a background on our homepage which can expand and contract with the window size whilst keeping the original images aspect ratio.... I'm guessing this will need some clever Javascript or similar.
The effect has been implemented here whereby then the window exceeds around 1500 pixels in width the background will dynamically expand.

First the bad news: CSS doesn't (currently) allow a background image to be stretched or scaled, so it isn't as easy as it should be.
However, there are a number of ways around it. The best solution (IMHO) is to have a normal <img> tag sized to 100%, positioned absolute (or even static depending on the effect you want) and layered behind everything else using z-index.
The best thing about this option is that there's no Javascript involved.

I'm using a library called ParticlesJS for part of the background of my website - this library dynamically generates a canvas element sized according to its parent, and fills it with animated particle effects, creating a neat effect. With that said, I have run into some practical issues when trying to use it as the background:
If the canvas element is the same size as the content, the visuals become pixelated and distorted if the height changes, such as with the addition of new content. Reloading the library is not a solution to this as it creates a visually distracting effect.
If the canvas element is an arbitrary extreme height and not sized according to the content (with the overflow simply hidden), the performance of the website suffers, as the library consumes excessive CPU power.
If the canvas element is simply given a fixed position in CSS, performance is good and it sticks, but it looks out of place as everything behind it moves during scrolling.
After some consideration, it seems like the best way to make it work is to give it a modest size (like 200% page height), and then make it repeat infinitely during scrolling - performance would be acceptable, and there wouldn't be any distortion. However, I can't find any way to do this - I'm aware that there's a background-repeat property in CSS, but that seems to only work for images.
Is there any way to do what I'm trying to accomplish? Both CSS and JS based answers are welcome.
After some trial and error, it looks like the only means of accomplishing what I'm trying to do is as follows:
Create 3 or so background divs, each the size of the view port, and stack them vertically
Record user scrolling activity, and set a trigger for when a user has scrolled a height equal to the height of the view port
when the trigger is hit, place the div that just left the view port at the end of the list, and insert an empty spacer div where it used to be
If done correctly, this creates an effect where the user is apparently scrolling through an infinite background, when it's really just the same 3 or so divs being shuffled over and over. Going in reverse is the same principle.
Not sure how to make this work with in a system that also has scroll position restoration, but it could probably be done by waiting for page loads and then dynamically inserting enough spacers to move the background divs to the appropriate position in the view port.
The downside to using animated effects that rely on viewport dimensions is that the user may resize the browser and wreck your animation so you have no choice but to catch any viewport resizing in which case you may have to reload everything or recalculate!
You can't have the cake and the cherry on top unfortunately, so you'll either have to abandon the idea of "impressive effects" because they are impractical or take action...

It is possible to have 2 sticky elements on top of each other? Or use one of them as a background?
TLDR; I was able to make this work with a library (StickyKit) that does what I'm looking for, but performs badly with new async scrolling.

How I did it: I wrapped sticky elements in the 200% wrapper, and floated them to left. Then I moved 1 of them (margin-left: -100%) on top of the other. This way they are on top of each other, but still keep their height.
Why this does not work with position:sticky
One of many quirks with position:sticky is that it does not work if any of its parents is overflow:hidden. See this answer for more info: Why does `overflow:hidden` prevent `position:sticky` from working?
What I need to do here is to make the 2 elements overlay somehow without their container be overflow:hidden. Or should I do something else entirely?
What I'm using now
For the time being, I've ditched the "200% container" and set my image container (.sticky.bg, see the fiddle) to height:0. This makes images "stuck", but they do not become "relative" again once user scrolls to the bottom.
This is obviously not ideal.
Background
I was a happy user of StickyKit for a long time. Unfortunately, it does not work very well with asynchronous scrolling, which is employed by more and more browsers to improve performance. With the new Firefox Quantum (57), for example, StickyKit is pretty much unusable.
I've created an issue in StickyKit Github, but package seems to be abandonned by the author: https://github.com/leafo/sticky-kit/issues/252
Because of that, I am forced to deprecate StickyKit and move to native position:sticky (polyfilled with StickyFill). Unfortunately there is a couple of things position:sticky can't do and this is one of them.

What I'm looking for
A recommendation, basically, how to approach this issue. I'm up for using different JS/jQuery library, writing my own code or use some quirky CSS hack to hack position:sticky functionality.

They are using all CSS. Pretty simple really.. I would code a full js fiddle example for you but I don't have the time, so instead I will list out the different elements you need and how they interact.
First the large image is just a div with a background image with set
dimensions.
The circular images themselves are generated from one large image containing all of the circles in one spot, this is called a sprite. The circles are just div's with background images and background positioning to position the correct circle inside the box from the sprite image.
The text boxes themselves are also div's with a standard H2 and P tags for the text.
Everything is absolute positioned in order to achieve the proper layout.
The small circles are div's with :hover states that are absolute positioned over their respective targeted areas.
The animation on :hover is achieved by the use of css3 transition and css3 transforms.
This should get you started.

Try looking at two main aspects:
Open up your inspector tool of choice and look at what happens to body.login .feature
...more specifically, look at what happens to its transform: scale and opacity values upon :hover.
Hint: the transition is mainly on them.
Still in your inspector, change the scale to (1) and the opacity to 1. How it smoothly gets from one state to the other is dictated by the transition property.
This isn't meant to tell you exactly how to achieve it, but to get you on your way :)
It's not that hard actually. The Wunderlist team has even made it easier. They have a large sprite image with the zoomed images cropped and ready with rounded corners, borders and shadows. What you do is on mouseover you show a half transparent black background (can be position: fixed with full width and height). Then you create a element with the sprite as the background image (even better, have a class ready in your css and append it to your newly created element). Set position to the position of the hovered element.
When added to the dom animate the transform scale of the element (starting with something like scale(.24) as they do).
Well since you tried reverse engineering. I'll try and guide you along that path.
There is only one div with id overlay which is changes it's place & content, on hover of any div with class feature. Work your way further from their app js, it's not minified.
The content of the popup in this case is an image moved to different positions.

I created a static semi-opaque banner which stays at the top of a website. When a user scrolls the website the entire container objects goes underneath the banner. I want all the objects (images, text..etc) getting blury effect as it goes underneath the banner.

The only way you're going to be able to do this is by getting fancy with some CSS and javascript. CSS doesn't support blur directly, but you can emulate it with text-shadow. Images can also be blurred with a little jquery/css/javascript magic, but will be problematic because you can't partially blur an image (what happens when only part of the image is under the banner?). It could probably be done by layering your images and keeping track of their position on screen, but all of this seems like a lot of work for a very small return.
So, assuming you've decided to give all of this a shot, you're going to have to use javascript to determine which parts of the page have passed under the banner and apply the style to those parts. The difficulty of this task will scale with the complexity of your page layout. In a best case scenario, your banner and content container are both 100% the width of the html body. At this point, it would be fairly trivial to write some kind of scanner that traverses the dom every time you page scroll to find elements that the blur should be applied to. However, best-case-scenario is rarely the case at hand, at which point I'd recommend abandoning the effort to pursue something with a greater ROI.
This isn't possible with CSS nor jQuery. You might be able to do something with IE's filters, however that's IE only (of course), and will invalidate your CSS.
Currently, there is no way to do this, although something might come along in CSS 4 or something.
The Chrome nightly builds support some filters, however there isn't an alpha blur filter (yet, at least).
Is there a way to create the effect shown here on msi.com main image? Though done in flash, I'd prefer doing it with jquery. I've also tried with 'mosaic generators', but haven't been able to replicate the effect well, but use of a generator with js would be acceptable too.
[edit] I failed to mention, I'm only interested in emulated the tiled/mosaic aspect of the effect, not animation. I'd like a large image (e.g. 400px by 300px) separated by whitespace (or color customizable borders) into 9 equally sized blocks or tiles each.
While I would like to apply a individual hover effect to each image, giving each the effect they are separate entities, I don't necessarily need any further animation.
Rounded corners aren't important or wanted.

It would be pretty interesting to do it with jquery. You'd have a table of images, each with a hover event that toggled an animation when mousing on and off. The logic isn't too hard; getting the images and the animation to look nice would be a little harder, but not undoable. It depends on how closely you want to replicate the effect. :D
edit: you just want a mosaic of images? you can just use a table to position all of the images, and use js for the events. What else do you want or need js for? :D
Here's an idea. Load a large image into a DIV. Decide on the size of your windows and create a PNG with transparency where you'd like the windows to be. (Opaque at the borders with thickness to control how wide you'd like the whitespace.) To create the effect, use three layers. The image at the bottom layer (which you can swap out as needed). The middle and top layer will be repeated along the x and y axises and controlled individually by jQuery. The middle layer will have the PNG with transparency and on top of that, the top layer with just a solid color (matching your page's background to "seem" invisible?). To create any "pretty" effects, you can adjust the opacity or animate the top layer of the separate boxes to show/hide the image on the bottom layer which will be visible through the middle layer's transparent area in the PNG.
Hope my explanation was clear. With some smart coding, this can be packaged and reused anywhere you'd like.
