When I run this IIFE function in the console or using it in document, it doesn't work, per definition it's immediately invoked, so why it's not showing anything on the console?
(function(){
console.log(8);
});
You missed the execution part.
(function(){
console.log(8);
})(); // () needs to be added

Don't use capital letter :) Object console defined with lowercase.
console.log('hello')
But I woted to close your question...
You can hit (Ctrl+Shift+i) to inspect the page and see it in the console.
console is a reserved word and it is case sensitive and it must be written in lowercase

What does the -> operator do in the .js code below?
_blm.mpU_onIdentified(function() {

This isn't an operator - it's inside a string which is being logged. You can identify it by the quotes enclosing it:
console.log('find_program_result.js -> mpU_onIdentified');
// quotes --^------------------------------------------^

I tried to call a function, when all DOM elements in the page are loaded, like this:
document.addEventListener('DOMContentReady', function() {alert("good")});
It's an HTML file with an empty body and empty head except this JavaScript and nothing happens even if the browser finished loading. What could be wrong here? And are there other ways to do this?
There's no DOMContentReady event.
You want DOMContentLoaded.
