I am using cordova for hybrid mobile applicaiton. I will use google map and google reverse geocoding for places, but both of them has limit, this app will be a mobile app so could over limit, Is there a way to do it without limit ?
Based on Google Maps docs:
Excess usage over the complimentary quota for each Google Maps API
service is calculated at the end of each day.
Web service APIs offer 2,500 free requests per day. If you enable
billing to access higher quotas, once you exceed 2,500 requests in a
day, you will be billed $0.50 USD / 1,000 additional requests, up to
100,000 daily.
The Google Maps JavaScript API, Google Static Maps API, and Google
Street View Image API offer 25,000 free map loads per day. If your
site generates excess usage every day for 90 consecutive days, Google
will attempt to contact you with information about payment options.

If you chose to enable billing you will need to provide your credit
card details. Your excess usage will continue to be calculated at the
end of each day, and the total charged to the credit card provided at
the end of every month, priced as given below.
So, unsless you want to hack Google, who is owner of this forum, the answer is no.

And they have services for geocoding: http://wiki.openstreetmap.org/wiki/Nominatim

No, you will have to add the billing details to get the requests.

You get the equivalent of 200$ per month for free. The price of each request is stated here: https://cloud.google.com/maps-platform/pricing/.
Once you have used 200$ worth of requests, you will have to start paying.
If you are afraid of going beyond the free 200$ per month you can setup quotas to prevent sudden, unexpected bills.
For example: "if i have to spend more than 1$, stop serving the APIs." so that your bill at the end of the month will be maximum 1$ - or 0$ if you so please:

To manage your cost of use of the Google Maps Platform APIs, you can set daily limits to all requests to any billable API.
To view or change daily billable limits for the Maps JavaScript API, do the following:
Go to the Maps JavaScript API Quotas page in the Google Cloud Platform Console.

In order to use maps services, you will need to provide a valid billing account/payment method. this is because once your free trial period is over or free trial credit is fully used up then you can simply upgrade to a paid account.
Once you have a valid/working billing account then you are entitled to receive a free $200/month maps credits. once this credits is fully consumed then it checks for your free trial credit worth $300 valid for 1 year. if you have this free trial credits then it can be use to offset any charges. otherwise if your account does not have a free trial credits left then you will get billed automatically using the payment method setup on your account.
I have Four websites each running on different server and using gogole maps api. I want to avoid google usage limit of 25000 maps load per day.

if i am using same api key to load map on my four website then the limit quota of 25000 maps load per day is combined quota for all four websites or will it be for single website??
if i created 4 unique api keys from single google account then can i use each unique key for each website to have 25000 maps load per day for each website.
or can i use different google account to create multiple keys and using each key for each website to have 25000 maps load per day for each website??
will google will ever come to know if i cheat and try to avoid their usage limit??

First, I don't think you can create more than one API of the same type from the same account. I just tried yesterday and it still seems legit.
Second, if you use 4 different accounts and use them on 4 different sites, that should be ok. You are not violating any policy there.
Lastly, protect your limit. Take precautions against misuse of limits by competitors or hackers. We have a site using Google maps directions api and 20k+ queries to the API are getting fired every 2-3 hours. We are taking precautions against this misuse. We are limiting API calls based on IP and User agents to maximum of 10 calls a minute.
I have seen this question and some others that state that the usage limit is 25,000 client side requests per day and that there is a query limit which I haven't found a figure for.
Is there also a limit for the requests that a single user could make? Could a single IP rather than many site users make 25000 requests in a 24 hour period?
No this is not with Google Maps API. Google MAP Api is flexible with the usage. They don't shut down API if your usage goes beyond 25000 in a day. They check it for period of 90 days.
If usage is still higher then you need to buy paid service.

They allow only 2,500 requests per key, so I must use client-side and use user's IP for requests. Do I need to use API key for google maps API for client-side applications? What if I don't and they found out? Would my domain get banned?
To answer your first question, no you do not need a key on the client-side if you expect your application to make less than 25,000 map loads per day. If you don't have a key, and you reach the limit for 90 consecutive days - they will contact you about it and ask you to purchase a license (not shut their services down from your site). I've got a web application using the Google Maps JavaScript API(v3) and I'm hitting the Places API using the JavaScript version as well.
The Places API documentation, when using HTTPS requests, says that you need to add your Places API key (acquired through the Google API Console). The documentation also says that you must verify your identity with a credit card otherwise you are limited to 1000 request a day. Once verified you are allowed 100 000 requests per day.
There is no documentation, however, that says how to add your API key to the JavaScript object you pass into the google.maps.places.PlacesService.search() method...
My client is very concerned with this daily limit, as the app is a kiosk that will be part of a huge trade show where it's likely that the Places API will be pinged more than 1000 times throughout the day...
Can anyone advise on this? Should I rework the code to use the HTTP request method so I can add the key there? Or is it possible, perhaps, to add the key to my initial load of the Google Maps JavaScript API?

You can add your API console key when loading the JS API as follows:

However, I don't believe the JS Places service is subject to the same limit; it falls under the 25,000 map loads allowed in the v3 API. In addition, to soothe your client's mind, you can note that for the JS API, "In order to accommodate sites that experience short term spikes in usage (eg. a news gathering organisation or a site that briefly goes viral), the usage limits will only be enforced once a site has exceeded the limits for 90 consecutive days." (From the Usage Limits section of the Maps API FAQ)
