Is there any way to do this through Java or Javascript, given the link as a String? I've been looking but I've only found topics about Android devices, I'm asking for a Windows PC.
I hadn't planned on learning how to write an extension with the proper permissions for Chrome for this, but if that's the only way then so be it.
To run any executable including Chrome in JAVA:

The JavaDoc for the process builder say that you can add parameters like this:

I hava a java program with two buttons, one for chrome and one for firefox. I press one of them, and the browser starts at some particualar location on the screen and with smalles size.
i have try running terminal commands, something like this

For Windows, you can do something like this using Runtime:

I believe that you can do something similar for Google Chrome. I took a look to a code I implemented in the past for Chrome and it was a little different, but previous approach should work as well:

ScriptEngineManager runs the script on server side. window is a client-side object, you can't access it from server.
in another word since you are not executing your script in a browser, the window object is not defined.
You can try this way to open a website on your default browser of the operating system:

I ran into an odd issue with a bit of Javascript that is running in a Web Viewer (WV) in a FileMaker database. (For those that don't know, FileMaker is an integrated UI/DB platform which has a 'web viewer' object, which is a cut down version of a web browser that runs inside the solution. It is NOT a full web browser.)
We have had this WV+Javascript working for quite a while now, in files that are hosted using FileMaker Server (FMS). There's a button on a layout that opens a pop-out window that contains this web viewer. This web viewer is a media player, with pause/play buttons; it has some special functions for capturing the current video position and reporting it back to the database: it has some buttons and reads keystrokes, and calls back to the open FMP file to affect changes there. Again, this has been working fine when the file is hosted on FMS.
But then we wanted to make a trial/demo version of this file, and have the user run it locally or offline. In testing this offline file it was noticed that the pop-out window web viewer stopped calling back to the open file. (FileMaker Pro also registers a new URL scheme, "fmp://". This can be used to make callbacks to the database from web viewers that are inside that database. So the code was changed to use the '$' reference in the "fmp://" URL, which causes the FileMaker client software to reference the currently open file of the given name.) But even with that fixed, there was one step that was failing still.
To effect these 'callback' events from the WV+javascript to the FM file, the javascript was using this code:

(Here, the variable 'fmdbhost' = "$", as noted; 'fmdbFilename' =(nameoftheopenfile); 'e.keyCode'=(keypressed); "form_b" is an iframe that is defined in the HTML of the page.) This code (when it's working on the hosted environment) does not actually open a new window; that's OK, I don't want it to open a new window. It just a technique used to execute the URL and trigger functionality in the FileMaker world.
My solution/workaround, was to instead use this code:

This appears to work out just fine, but I'm curious to know why the original step was failing when it's run locally. This was working if the file was hosted...so why would that fail if the file is being run locally? Does it do some kind of URL verification, and not like the "fmp://" or perhaps the "$" part? If so...why isn't it doing this when using 'window.location'? (If I used the original 'fmdbHost' definition - which used an IP Address - it would at least execute the window.open() method and attempt to open the "fmp://" URL. It's just that when run locally this ended up being the wrong file - it needs to use the "$" reference to affect the currently open file.)
The specification for 'window.open()' indicates that the second parameter is a window name (sounds more like a reference to the new window). So in the original code the 'form_b' reference is attempting to reuse the iframe defined in the HTML as the conduit for the call. But is that iframe even an actual window 'reference' initially? Does something parse the DOM and extract iframes and add them to the list of current 'windows'?
I'm using FM 15.01 for testing/development, on OS X 10.11.6. Ultimately, this will have to run on Windows as well...but that can be ignored for now.

The following method registers an application to a URI Scheme. So, you can use mycustproto: in your HTML code to trigger a local application. It works on a Google Chrome Version 51.0.2704.79 m (64-bit).
I mainly used this method for printing document silently without the print dialog popping up. The result is pretty good and is a seamless solution to integrate the external application with the browser.

It allows you to register a handler for a URL (as long as you own it). Sadly no myprotocol:// but at least you can do http://myprotocol.mysite.com and can create a webpage there that points people to the app in the app store.
This is how I did it. Your app would need to install a few reg keys on installation, then in any browser you can just link to foo:\anythingHere.txt and it will open your app and pass it that value.
This is not my code, just something I found on the web when searching the same question. Just change all "foo" in the text below to the protocol name you want and change the path to your exe as well.

Not sure whether this is the right place for my answer, but as I found very few helpful threads and this was one of them, I am posting my solution here.
Problem: I wanted Linux Mint 19.2 Cinnamon to open Evolution when clicking on mailto links in Chromium. Gmail was registered as default handler in chrome://settings/handlers and I could not choose any other handler.
Solution:
Use the xdg-settings in the console
xdg-settings set default-url-scheme-handler mailto org.gnome.Evolution.desktop

I've found the solution by Jun Hsieh and MuffinMan generally works when it comes to clicking links on pages in Chrome or pasting into the URL bar, but it doesn't seem to work in a specific case of passing the string on the command line.
For example, both of the following commands open a blank Chrome window which then does nothing.

This became apparent because one of our customers reported that clicking links for our product from a PDF being displayed within Adobe Reader fails to invoke our product when Chrome is the default browser. (It works fine with MSIE and Firefox as default, but not when either Chrome or Edge are default.)
I'm guessing that instead of just telling Windows to invoke the URL and letting Windows figure things out, the Adobe product is finding the default browser, which is Chrome in this case, and then passing the URL on the command line.
I'd be interested if anyone knows of Chrome security or other settings which might be relevant here so that Chrome will fully handle a protocol handler, even if it's provided via the command line. I've been looking but so far haven't found anything.

You can't. And thank God for that. Imagine how insecure the internet would've been if JS was able to access a client's file-system.
Of course, IE8 has the MS specific JScript superset (ActiveXObject), which does enable filesystem access:

I'm adding this answer just to be complete, but so far as Web Pages go, Elias Van Ootegem's answer is correct: you can't (and shouldn't be able to) get to the local hard drive.
But .. you can isf your page is an HTA (HTML Application) :

This is essentially a web page with .hta as the extension(usually) and some extra tags to tell IE that it's an HTA application, not a web page.
This is something that runs via the windows operating system and is so far as I'm aware only available for IE. The HTA application opens as a web page in IE, but without the usual web navigation / favourites toolbars etc.
Note that if you have a page on an internet server delivered as an HTA application, you're likely to cause virus scanners and firewalls to pop up because this would essenstially be running a script whcih could do manything to your computer. Not good for general internert stuff at all, but might be useful in a secure environment like an intranet where the source of the application is known to be safe.
To get to the file system, you can use javascript code like this :

I'm not so concerned with browser security issues. etc. as the implementation would be for HTA. But is it possible?
Google is doing this in Google+ and a talented developer reverse engineered it and produced http://html2canvas.hertzen.com/ . To work in IE you'll need a canvas support library such as http://excanvas.sourceforge.net/
I have done this for an HTA by using an ActiveX control. It was pretty easy to build the control in VB6 to take the screenshot. I had to use the keybd_event API call because SendKeys can't do PrintScreen. Here's the code for that:

That only gets you as far as getting the window to the clipboard.
Another option, if the window you want a screenshot of is an HTA would be to just use an XMLHTTPRequest to send the DOM nodes to the server, then create the screenshots server-side.
Another possible solution that I've discovered is http://www.phantomjs.org/ which allows one to very easily take screenshots of pages and a whole lot more. Whilst my original requirements for this question aren't valid any more (different job), I will likely integrate PhantomJS into future projects.

Snapsie is an open source, ActiveX object that enables Internet Explorer screenshots to be captured and saved. Once the DLL file is registered on the client, you should be able to capture the screenshot and upload the file to the server withing JavaScript. Drawbacks: it needs to register the DLL file at the client and works only with Internet Explorer.
We had a similar requirement for reporting bugs. Since it was for an intranet scenario, we were able to use browser addons (like Fireshot for Firefox and IE Screenshot for Internet Explorer).

The SnapEngage uses a Java applet (1.5+) to make a browser screenshot. AFAIK, java.awt.Robot should do the job - the user has just to permit the applet to do it (once).

This question asks about submitting this back to the server, which should be possible, but if you're looking to download the image(s) you'll want to combine it with FileSaver.js, and if you want to download a zip with multiple image files all generated client-side take a look at jszip.
You can achieve that using HTA and VBScript. Just call an external tool to do the screenshotting. I forgot what the name is, but on Windows Vista there is a tool to do screenshots. You don't even need an extra install for it.
As for as automatic - it totally depends on the tool you use. If it has an API, I am sure you can trigger the screenshot and saving process through a couple of Visual Basic calls without the user knowing that you did what you did.
Since you mentioned HTA, I am assuming you are on Windows and (probably) know your environment (e.g. OS and version) very well.
If you are willing to do it on the server side, there are options like PhantomJS, which is now deprecated. The best way to go would be Headless Chrome with something like Puppeteer on Node.JS. Capturing a web page using Puppeteer would be as simple as follows:

A great solution for screenshot taking in Javascript is the one by https://grabz.it.
They have a flexible and simple-to-use screenshot API which can be used by any type of JS application.
If you want to try it, at first you should get the authorization app key + secret and the free SDK
Then, in your app, the implementation steps would be:
