The scrollY is a pixel value, so unless you limit your possible scroll range [0 - 100], there's no reason to divide it by 100.
So what you need is divide the scroll by the total document's height (or whatever it's parent that contains it and display a scrollbar)

How can I change an element with a fixed width in px when i resize the window? I need to use an absolute unit, i can not use relative units like % or vw.Every time the window is resized with 1 px i need to decrease the element width by 0.2px.

I'm trying to animate an element based on the scroll position inside a div with the properties position: absolute and overflow: scroll. The code I've got to so far is basing the animation based on the position on the page position, and changing the opacity. I want to change the property filter: blur(value); Below is the code (opacity, not div based scroll) as it exists now:

I am trying to animate an opacity value from 0 to 1, based on the scroll position within the viewport height. The code below sets variables for windowHeight and scrollTop, which can be combined to calculate percentageScrolled (0–100) of the viewport height. Based on this I am able to switch CSS values at set points, but instead I want to gradually change the opacity from 0–100 of percentageScrolled.
How can I adjust the code below to transition/animate the opacity?

You can remove the if and set the opacity to the percentage divided by 100

Also as a general advice try to avoid using var, use const or let instead and if your project doesnt depend on jquery try to avoid it too.

I have written some jquery to calculate the height of 4 elements by css class and get their height, then compare the height to how far the page has been scrolled. If the page has been scrolled to or past each element then a css class is added which animates the element.
The problem that I am having is that the jquery is adding the classes to all of the elements as soon as the page is scrolled to the first element, instead of adding the class to each as it is scrolled to.
What is wrong with my jquery that it is doing this?

When you use height, you are asking the scroll to wait until the height of the object instead of waiting for the top position of the object
Just change your heights to offsets

This makes it so the animation can be seen more in the middle of the screen. Just subtract a specified height (in this case, the height of the object) from the offset and it will animate at a higher scrollTop.
You can also do the same thing, only backwards by ADDING a specified amount to the var winTop = $(window).scrollTop(); line, line this: var winTop = $(window).scrollTop() + 250;
