I want to be able to see the value inside callback function which was available when an event was bound. If function is defined when the event is bound then inside the function I can see the value through closure:
var number = 777;
$('span').click(function() {
alert(number); //alerts 777 - available through closure

But if the function is defined previously when the 'number' variable was unavailable, the trick won't work. The function number_alerter can't see the 'number' variable if the function is bound to the event in this way:
$('span').click(number_alerter);
It seems that the only solution is to define the function with the 'number' argument and pass the 'number' varible to the function:
//function defined somewhere earlier
function number_alerter(e, number) {
alert(number);
}
...
//current scope
var number = 777;
$('span').on('click', function(e) {
return number_alerter(e, number);
});
My question is whether there is another way to pass this varible to the 'number_alerter' function? Maybe it's also possible through closure?

Here is the real case when the above described might be needed. I have two functions:
array_sort(array, compare_function)
compare_values(value1, value2, case_insensitive)
The function array_sort passes to compare_values function only two values, while 3rd case insensitive parameter should be also passed when using the function array_sort. The only way I know how to do that is to wrap compare_values function into another function:
var my_array = [];
var case_insensitive = true;
var wrapper = function(value1, value2) {
compare_values(value1, value2, case_insensitive)
}
array_sort(my_array, wrapper);

You can use number_alerter to return the callback function, and use a closure. Like this

return function(){alert(num);};
}

Your problem has to be elsewhere. As far as you describe it, the following
var number=777;
var alerter=function(){
alert(number);
};
$("span").click(alerter);
works just fine. Cf. the JSFiddle
And, yes, if you need to have access to a defined state (e.g. you define a click-counter for every span) of a variable, it would be done best it with closures.

That's not the way to do it. you have to pass the function name at this point.

I want to essentially generate a function that will print 4 by binding 3 to input. So that I could call something like fn() and it will print 4.

The first argument passed to .bind() is used as the this in the called function. The first argument to be pass to the called function is the second parameter passed to .bind(). You can use a meaningful this binding if there is one, or just use null if the function ignores this:
var fn = toy.bind(null, 3);
The first argument of bind is the context of this so you need to pass 3 as the 2nd argument:
var fn = toy.bind(this, 3);
Then it will work :)
Is there a way to do this without bind?
Yes:
var fn = function() { return toy(3); };
Or if you want to pass fn's this along:
var fn = function() { return toy.call(this, 3); };

I don't think it's possible to do so. The only difference between:
var func = function(){ };
and:
function func() { };
Is that the first one gets assigned on runtime. The way I see it, is that both function statements return a reference to their respective function objects. In that sense they are both the same. The only thing you could argue is that one is not named and the other one is, but you could have assigned a named function to a variable too.
However, there seems to be a difference on how they get assigned. The second one seems to get assigned to a variable that its named after, right at the start of the execution context. The first one has to wait for the explicit assignment within the execution context.
So you'd be testing for when they get assigned. You might think that's is possible to do so within the global object like:

as Grundy mentioned name property of the respective function gives require information, if it has been defined with expression name property holds undefined value, else it holds function name.

Your exact question isn't clear but, supposing you can use arguments.callee (i.e. non strict mode) and that you want to be able to have any arguments name in fn, you "may" do this:

But I have a strong feeling this is a XY question and that we could have given a more useful answer knowing the real original problem to solve.
You could call your new Function with a context that references the local variables that you need:
function f(a) {
var b = 30;
return new Function("return this.a + this.b").call({ a: a, b: b })

f(10) // 40
The reason why this isn't working as easy as you would like is that JavaScript doesn't blindly put variables in a scope. Instead, it parses the function body (as good as it can) and determines which variables the code will need. It will then look up the variables in the outer scopes, create references for them and attach those references to the new function. That's what keeps variables from the outer scope accessible inside of the function when it eventually will be executed.
You want to build a function from a string body. JavaScript can't tell which variables the body will use and hence, it won't make those variables available.
To make it work for function arguments, use apply()::

var argref = arguments; // create reference to the arguments of fn() and hence to a or any other arguments
var func = new Function("return arguments[0]");

Note that you still can't reference arguments by name since the code never specifies what the names of the arguments of func are - JavaScript can't magically read you mind and do what you want. If you want to access the arguments by name, you need to tell the interpreter the names.

I don't see a way to make local variables available without passing them to fn() as arguments. Even if you used them inside of fn(), they would be out of scope when func() is eventually executed.
A simple solution would be to pass an object to fn():

If you want to call a function, you have to suffix the function name with () and include 0 or more comma separated arguments between them.

If you want to call a function that has been defined inside the closure (the function passed as the last parameter to YUI.use) from outside it, you need to expose the function globally.

The first one is simply creating an anonymous function and assigning it to a variable some_func. So using some_func() will call the function.

In both cases, you are creating an anonymous function. But in the first case, you are simply assigning it to a variable. Whereas in the second case you are assigning it as a member of an object (possibly among many others).
First is local (or global) variable with assigned anonymous function.

Second is property of some object (or function with label in front of it) with assigned anonymous function.

Functions are first-class citizens in JavaScript, so you could assign them to variables and call those functions from variable.
You can even declare function with other name than variable which that function will be assigned to. It is handy when you want to define recursive methods, for example instead of this:

print(val);

you could write:
var obj = {
show: function f(val) {

Your second example is not correct.
The first one is a function declaration assigned to a variable (at least it should be, despite the fact that it's missing the variable type declaration first), the second one is probably related to a object declaration.
