I'm trying to use a local .html file that has some javascript/jquery (used for a typing text effect), as my desktop wallpaper in either windows7 Home Premium or Linux mint8, and was wondering if anyone could help here with the info on how to do so?
I'v seen this about:
If you know how to create HTML documents then you can spice your desktop up with colors, sound, graphics, video, live links, ActiveX, Java or anything you choose.
Right-click on the desktop, select Properties and select the "Web" tab.
Select the "New" button, select "Web site" and click OK.
Use the browse button to find your html file.
Click OK, then OK again.
But windows 7 seems to have abandond this feature (heard for security reasons) - or changed its dialogs around, anyway does anyone know how to work it so as to do the same nowadays...

You mean like Active Desktop? I believe it hasn't been natively supported since WinXP64. But there'a a third party utility called Snippage (http://snippage.gabocorp.com/) that creates widgets out of web pages.

My browser(chrome Version 58.0.3029.110 (64-bit)) always prompt this js like dialog window when I open a new url(most of the time). I've tried to use adware cleaner and anti-malware by Malwarebytes to clean this, but it didn't work. Has someone encountered similar malware or ads? I've also tried Hijackthis to analysis my browser's entry, nothing suspicious found. Reset chrome won't work.screenshot here
The title of that dialog window will show different if you open different website(if I open stackoverflow.com it will show stackoverflow.com says...).
This is not a question suited for StackOverflow, however, I will answer as it seems you have an issue with malware:
It sounds as if you are probably using the Infinity New Tab extension.
For users of Infinity New Tab - the Developer's Google account was compromised, and an update was released on 26-05-2017 with some malware included.
This malware randomly shows a browser popup claiming "Your computer is infected. You have to check it with antivirus".
I had this issue, and none of the different Anti-Virus utilities on several PCs detected any malware.
Background information can be found here on Reddit and a short notice here from the Developer.
You should remove that extension from Chrome; it has been removed from the Chrome Store while a replacement version is verified by Google.

I would like to create a website front page which behaves more like an actual desktop application with windows and ability to drag and drop assets from one window to the next (and untop of other items on another windows).
This is very easily done in a desktop application. How can we replicate it using on a website?
I know I can do jquery such as this: http:// jsfiddle.net/4Vfm5/1095/
to resize and move an image.
What I want to do is make the website behave more like an application with windows. I am not as concerned about mobile applications as website viewed via desktop computer.
Are there any frameworks that help the process?
I have seen some site that behave that way (using "Div"s for each window) - but I gather they used a lot of custom code to make it look like that. I am trying to see if there are packages that help the process along?

One you can try is Ext JS:

Depending on your use case you may need to pay them (I think if you use it for a commercial purpose). But it supports Layout and Controls similar to the type of design you would expect from a desktop UI framework. It also has drag and drop support built in.

Are there any site that allow developers to truly and dependably see how their app/site will look on various devices/platforms/versions?
http://www.browserstack.com/ or https://saucelabs.com/ is good choice for testing your website on 300+ browser/os combination, but you need to pay for the service if you need serious testing.
Just google the name of what you need for example if you want to test your APP/Website on an IPhone then lookup - 'Iphone simulator for testing' and you'd get something like this - http://iphone4simulator.com/
Same with other browsers/phone.
Be more specific if you're looking for a specific device.
The latest download of Google Chrome has an emulator-ish type of feature build into the dev tools. You can select from a super wide range of named devices including ipads and iphones (and theire respective versions). I use it daily, you should check it out.
I am aware about browsers, in chrome can open developer too(press F12).On right top of developer tool , u can see a icon call show drawer , click on it , than can select simulate tab where there will be a checkbox , which can be selected to allow simulate on other devices I.e tablets, mobiles.
Now desired devices can be selected from the dropdown and can be tested.

I don't know if this is any kind of virus, but lately i've been seeing stuff that i did not add to my browser, at first i thought thoses were code added to my webpages but now i see them on all webpages (including this one).
this is the javascript added:

there are more added but this one is an example, i cannot tell which one are from stackoverflow but i recognize this one because it appears on every page.
i analyzed my pc with nod32 and it does not find any virus threat and analyzed with CCleaner
any way to fix this?
Check your browser extensions and add-ons. It's possible one of those is injecting this Javascript into every page.
Also try opening your browser in Incognito mode to see if it happens then. Browser extensions and add-ons are disabled during incognito (or private browsing) mode.
It is also possible that your ISP is inserting this into every page. In wich case we could do other things to stop this behavior.

How to enable/disable JavaScript in Firefox-23.
I did check the release notes of Firefox-23 it says, "Enable JavaScript" preference checkbox has been removed and user-set values will be reset to the default.
I have been using the enable/disable JavaScript feature to check if my developing website behaves as expected without JS. How do I disable JavaScript now. As of now am using web developer add-on, but, I don't want to use it as it fills most of my webpage. Looking for an alternative.

You may still disable JavaScript by double clicking the "javascript.enabled" option in about:config.
Other choices are the noscript plugin, or next generation devtools.

See Bug 851702 and the linked ones, especially Get rid of options that kill our product ("checkboxes that kill").
If you type about:config in your URL bar, and search for 'javascript' there is an entry javascript.enabled which you can set to false or true.
You could use the Firefox add-on "YesScript" which allows you to disable JavaScript on certain sites only.
