I am making an Chrome extension. I'm not an coding expert, but I understand the basics of html, css, and how to make an chrome extension.
I have an popup html, and I want to reference to other html pages, but every link will open in a new tab. I searched all over the internet, but I couldn't figure out how. When the popup is open on another page, and it closes, I want it to open on the same page. Is there an way, and how?

Since I don't have a detailed context from your question, I'm gonna suggest you use <iframe> tag offered by HTML in order to load the desired page inside the popup

I'm looking into chrome extensions, and I was wondering if it's possible to change a specific website to add a box and run a game on it.
I believe I can change the website, no problem. But I'm having trouble figuring out what I can use to run a game in there.
Do have in mind that I'm relatively new to web dev (but not to code).

Yes, it is possible to manipulate pretty much anything on the website, as long as the user who installs the extension gives you permissions to inject content scripts into the page. Content scripts are the Javascript and CSS files that would contain logic for your game. Once injected, you can target a DOM element in the page and initialise your game there or even create a new element and embed it somewhere in the HTML.

So I've seen a mouse-hover effect on 2 websites so far and I really like it.
This is the effect I'm talking about.
I'd be grateful if somebody can tell me how to get that effect on my webpage.
It only appears under your cursor when you hover over the page.
The site you have linked in the comments uses the HTML canvas element. But You can simply use already existing libraries for that effect.
Examples mentioned in the comments:

Simply, Go to the webpage you wanted to Copy it's effects or anything from it
Right click, View page source
If the effect is made by Css, you will find it in stylesheets tab
If it's using jQuery/Js, Search the head for <script> , Read them and copy the effect (assuming that you understand js/jquery
For more simplicity, use Firebug, open it and just point the cursor at the item you want to see it's source.

I am having a button on my html page, i want a pop-up menu to be appear when button is clicked.
Please see the attached image.
I am not javascript expert.
Please suggest how can i create a pop up menu in html ?
You can use dropdowns from bootstrap framework, you can check this link

HTML is only used to structure the page, so you can't make something appear/disappear using only html.
You will have to use javascript for that.
I did find a html 5 way of adding stuff to the context menu (right-click):

but it's currently only supported in firefox.

I'm trying to do something kind of like Google's embeddable pdf viewer except I want to be able to embed a website and be able to view that on my website.
Specifically because I have many different teachers and they all use something called Planbook for their assignments, so I want to be able to view all of them at once. Also, I think it would help some other students.
So, does anyone know of a way to do this?
A quick way to acheive this is to use the HTML iframe. It displays a frame of another webpage, an example usage is <iframe src="http://www.w3schools.com"></iframe>. Also see this link for some more basic info.

Could someone please point me at a resource that shows how to add buttons to a textarea on a web page? Similar to Yahoo mail where an email address is turned into a button with a cross for removal.
In fact exactly how tags are added to the Tags textarea on this site.
There are very good jQuery plugins that accomplish this. One of them is tag-it library. You can find examples on this page, as well as source code and documentation on how to use it. You can always style it according to your needs through css.
