You have several issues here.
The variable json is declared within a function (inside the document.ready() callback) so it is only available within that function. You cannot access it from outside that function. That is how variable scoping works in Javascript.
The ajax success handler is called sometime later (its asynchronous) so you cannot reliably set data from that and use it in other parts of your code. Any code that wants to use the result of an ajax call should be put into the success handler directly or in a function that you call from the success handler and then pass the data to that function.
Here's an example of the fix described in the second point:

You are passing the parameters with different names than you are attempting to read them with.
Your data: parameter could be done much more simply as below

No need to create 'dataString' variables. You can present data as an object:
$.ajax({

});
In your PHP, you can then access the data like this:
$country = $_POST['fval'];
$country1 = $_POST['sval'];
The property "data" from JQuery ajax object need to be a simple object data. JQuery will automatically parse object as parameters on request:

I've got this variable $type and I want it to be month or year.

I've tried creating an onclick event with an ajax call.

as you are sending request to the same page so as a result full page is return .You will have to send it to another page and from that page return the type variable

Above is my JavaScript file. The datastring gets made, and it alerts it out to my browser. No problem there. The problem is, my variables don't get passed to PHP whatsoever.

I may note that before the script would return mysql syntax errors as it was echoed in php due to missing variables. The syntax works if I use the $_GET method and just type in the data into my browser address bar for testing. It just doesn't get the JavaScript variables for whatever reason.
You're passing a string to jquery. When you do that, the string is sent out as-is by jquery. Since it's just a bare string, and not a key:value pair, there's no key for PHP to glom onto and populate $_POST with.
In fact, you shouldn't ever have to manually build a string of key:value pairs for ajax - jquery will take an array/object and do it all for you:

The request must contains the type of request. Also the dataType refers on data you are going to send,as long as you don't send any data, it does not need here.

Now, two things to note here:
You have not passed HTTP Method in the ajax but by default it is GET as mentioned here in jQuery AJAX docs. Please pass appropriate method type if it is not GET.
Since you have sent dataType as 'json', you need not parse json received in the response in success handler.
